NATIONAL POLICY ON SCIENCE, TECHNOLOGY AND INNOVATION (NPSTI) 2013-2020

The NPSTI describes an agenda to advance Malaysia towards a more competitive and competent nation built upon strong science, technology and innovation (STI) foundations. The policy is formulated based on the nation’s achievements, challenges and lessons learnt. It charts new directions to guide the implementation of STI in creating a scientifically advanced nation for socio-economic transformation and inclusive growth.

The NBP envisions that biotechnology will be a new economic engine for Malaysia, enhancing the nation’s prosperity and well-being by building a conducive environment for R&D and industry development whilst leveraging on the country’s existing areas of strength.

INTELLECTUAL PROPERTY COMMERCIALIZATION POLICY FOR RESEARCH & DEVELOPMENT (R&D) PROJECTS FUNDED BY THE GOVERNMENT OF MALAYSIA

The objectives of the Policy are to establish a common framework to regulate the ownership and management of Intellectual Property from the creation, protection, innovation, exploitation and technology transfer activities carried out by the Relevant Body. This policy also aims to promote and facilitate the protection of Intellectual Property in line with the National Intellectual Property Policy as well as to promote and facilitate the exploitation and commercialization of Intellectual Property generated from projects funded by the Government of Malaysia.

NATIONAL SPACE POLICY 2030 (NSP)

The National Space Policy 2030 is meant to drive the development of the national space sector. The policy aims to ensure that benefits could be obtained from the space sector by recognizing the need for access to space capabilities to improve the services required by the people and for national security. The policy would also streamline space related activities and enable the planning and development of the national space sector to be implemented efficiently.

TECHNOLOGY ROADMAP FOR CYBERSPACE SECURITY

National Cyber Security Technology Roadmap is meant to align and integrate all cyber security related R&D programs and initiatives to avoid duplication of efforts and to encourage collaboration where appropriate. The roadmap is a market driven process that brings together key stakeholders (researchers, government, end-users and industry) to identify critical technologies for existing and emerging cyber security needs. It identifies existing challenges and strengths, prioritizing and selecting key technology areas and formulating linkages within the cyber security multi-stakeholders.

NATIONAL GRAPHENE ACTION PLAN 2020 (NGAP)

The National Graphene Action Plan 2020 aims to catalyze the potential of graphene application in industries that would increase the competitiveness of Malaysian industries, including setting an approach and roadmap to capture the benefits. The Graphene focusses initially on thriving domestic industries such as rubber products and areas being targeted for innovation by the government such as electric vehicles.

NATIONAL GREEN TECHNOLOGY POLICY (NGTP)

The NGTP focuses on four pillars, namely Energy, Environment, Economy and Social. The NGTP has identified green technology (GT) as a key driver to accelerate the national economy and promote sustainable development. The GT policy aims to facilitate the growth of GT industry and enhance its contribution to national economy to increase national capability and capacity for innovation and enhance Malaysia’s competitiveness in the global market as well as to conserve the environment and ensure sustainable development for future generation.

GREEN TECHNOLOGY MASTER PLAN (GTMP) MALAYSIA 2017-2030

The GTMP creates a framework which facilitates the mainstreaming of green technology into the planned developments of Malaysia while encompassing the four pillars set in the National Green Technology Policy (NGTP) which are energy, environment, economy and social. It focuses on six key sectors, namely Energy, Manufacturing, Transportation, Building, Waste and Water and attempts to harmonize the policy directions of each sector towards a common goal of sustainable utilization of natural resources.

MALAYSIA’S ROADMAP TOWARDS ZERO SINGLE-USE PLASTICS 2018-2030

The vision of the Roadmap is to take a phased, evidence-based and holistic approach by involving all stakeholders in jointly addressing single-use plastics pollution in Malaysia. The Roadmap is envisaged to deploy actions that can deflect the current trajectory to a more sustainable pathway towards a cleaner and healthier environment by 2030. The Roadmap will be implemented from 2018 leading up to 2030 with an expectation that all relevant stakeholders will play their roles effectively to ensure the objectives of the roadmap are met.

1 ATOMIC ENERGY LICENSING ACT 1984 [ACT 304] An Act that regulates and controls activities related to atomic energy to protect employees, public and the environment.
2 CHEMISTS ACT 1975 [ACT 158] An Act that incorporates the Malaysian Institute of Chemistry to regulate the chemical practice in Malaysia including admission of qualified members and promoting advances in the field of chemistry.
3 ACADEMY OF SCIENCES MALAYSIA ACT 1994 [ACT 524] An Act that provides for the establishment of Academy of Sciences Malaysia (ASM) which enables ASM to carry out its role in promoting the development of science, engineering and technology, including organizing forum for exchange of opinions on the aspects of STI.
4 TECHNOLOGISTS AND TECHNICIANS ACT 2015 [ACT 768] An Act that provides for the establishment of Malaysia Board of Technologist (MBOT) and for the registration and recognition of Professional Technologist and Certified Technicians in providing technology and technical services.
5 SUSTAINABLE ENERGY DEVELOPMENT AUTHORITY ACT 2011 [ACT 726] An Act that provides for the establishment of the Sustainable Energy Development Authority (SEDA) Malaysia to enable SEDA to conduct its functions as the regulatory energy authority.
6 RENEWABLE ENERGY ACT 2011 [ACT 725] An Act that provides for the establishment and implementation of a special tariff system to catalyst the generation of renewable energy to develop the renewable energy (RE) generation industry in the country. Through this act, feed – in tariff – FiT has been introduced to stimulate the growth of RE industry from various sources of generation such as solar energy, mini hydro, biogas and biomass.
7 ENERGY COMMISSION ACT 2001 [ACT 610] An Act that provides for the establishment of the Energy Commission (EC) with powers to regulate the energy supply activities in Malaysia and to enforce the energy supply laws.
8 ELECTRICITY SUPPLY ACT 1990 [ACT 447] An Act that stipulates all legislation relating to the electricity supply industry such as licensing, efficient use of electricity and investigation and arbitration.
9 ENVIRONMENTAL QUALITY ACT 1974 [ACT 127] An Act relating to the prevention, abatement, control of pollution and enhancement of the environment.
